Some of these are neutral in themselves, such as bland clothes, some could be considered positive things, such as pretty waitresses, and some are difficult to address, such as increased adultery and weird crimes. An increase in mosquitos however can be considered to be a completely negative thing and there is an easy solution. If homeowners are responsible for maintenance of the property, including swimming pools, and homeowners who do not adequately maintain a swimming pool are fined (including leins put on the property for unpaid fines) then banks, the primary owners of foreclosed properties would be responsible for paying to keep mosquitos out of pools. This would have two positive effects. The most obvious is less mosquitos, although I suspect many banks would attempt to shirk their responsibilities and would not adequately maintain the properties anyway. The other is that it would make banks more reluctant to foreclose and thus more likely to work with home owners. These statues would need to be enforced strictly, and making it illegal for those with unpaid fines for them to acquire more properties, particularly through foreclosures, would make them far more effective. It could be a great move for Southern cities, towns and counties with high foreclosure rates.
